Two drugs are legal in the Netherlands.
1. Cannabis. No more than 5 grams per person.
2. Magic Truffles (a mild hallucinogenic substance) is also legal.
That's pretty much where it ends. The hard stuff is illegal (cocaine, heroin, methamphetamine, etc.).
So, just based upon the video, there was no explanation given her, but an article on the matter referenced cannabis. She may have exceeded the limit allowed to be possessed.
