It's not just the Russian government trying to pull the wool over peoples eyes by throwing money at them.
It's ALL governments.

I've heard many a story about war vets in this country who disappeared or were never found, and the government trying to pay them off, harass them, or give them stories about what happened, so they would stop asking questions and going to the media with their concerns.

It's a sad state of corrupt government all over.
