There's a misconception that no teachers are conservative, or very very few. It's just not true. Only 40% are Democrats. If you total indys and Republicans, they add up to the majority--a lot more than people expect.
And of course this would vary by region as well. I assure you most NYC teachers are liberal--and most in some small town in South Dakota are probably conservative.

Forty one percent of respondents described themselves as Democrats while another 30 percent said they were independents. Just 27 percent were Republicans.

I think it is generally a funding problem everywhere for headstart programs and has been for years. A former coworker purposefully tried to keep her child dumb just so he could fail the evaluation so she didn't have to pay for a babysitter. She then ranted for a week when he didn't make the cut and she had to keep paying the sitter for another year.

Anyway, if it helps the foreign-born kids learn to read, write and speak english, I am not going to get too upset about the policy. The union president of the one-kidney child will have to find an alternate arrangement or let her kid be "further behind" as she alleged. Some states provide some funding for pre-school for those who don't qualify for head start, but ultimately there is going to be more demand than slots are available or the government funds everywhere. Back when ours were that age, people always said if you are white don't even bother applying to head start. We enrolled them in a afternoon program 3 days a week that wasn't cheap but didn't break the bank and they did okay.

It was a stupid strategy, but whatever. We live in a minority-majority area where the minorities tend to be pretty poor so that she even had a job probably pulled her little one toward the cusp of the qualification pool to begin with. I am guessing since then, the influx if Hispanic people probably is part of the mix too. There is a cost spectrum of alternative private daycares and pre-k schools though so we aren't as bad off as some places. I personally don't think ours really learned a lot in any traditional academic sense. They were probably just better socialized due to a lot of group/team activities and doing things like setting the table before they sat at it for snack time and such.
