Russia to return looted art, but not to Germany

Russia is to lift its blanket ban on returning thousands of precious works of art looted at the end of the second world war, in an overture by President Vladimir Putin's administration towards the west.

Romania was at the risk of being occupied by the armies of the Central Powers in 1916. The gold was shipped to Moscow for safekeeping and was under the guarantee of the Imperial Russian Government in terms of storage and return to Romania.

But the Bolsheviks seized power in October 1917, and Romania’s cultural and historical valuables that had been transferred to Moscow were confiscated. The Bolsheviks captured the entirety of Tsar Nicholas II’s family gold reserve. After the communist regime took hold in Romania, the Soviets returned most of the cultural treasures in 1956. As for the current Russian government, there is no legal liability for the lost gold.
