Some but not all red states and at least one Blue state, KY, will have massive budget problems mostly due to reduced tax base in May 2020. After hearing in the debate last night that the Ds are in favor of attacking hard won union healthcare contracts in the private sector I thought I should ask the question

How did that argument fly with the Public service unions? In retrospect it looks like that position is going to cause real problems for the Ds in the general election but how big will those problems be during bond covenant ultimatums and how easily, if at all, can those problems get solved?
