Depends on how you define the worst.

All three started from different positions. Kim took over a totally authoritarian regime and kept it.

Xi took over a country getting richer, slowed that process and increased the surveillance and control of his position over the country.

Putin went to war and got loads of people killed and plays loads of games with his neighboring countries.

Thats difficult to answer. Domestically, Kim runs the most authoritarian state. Certainly on par with Stalins Russia and more perfected due to technology. Xi is worst for the West as he is a proud communist and probably set back Chinas civil liberty pursuits and path to capitalism and a free society, perhaps for centuries. WWIII can only occur through the impetus of his efforts and pursuits. Putin is the worst currently due to his active war in the Ukraine. Millions dead?. Who knows? With Europe foolishly convinced to pursue climate change (great success by the MSS) over military preparedness/investment, he could.disrupt Europe which is already frail and becoming a betrayer of their own Renaissance history. Not worth defending? That is an insult to their own dead heroes in history.

Since Putin, Xi, and Kin Jong-Un aren't the worst in history. My top contenders would be Hitler, Genghis Khan, Vlad the Impaler, Stalin, or Zedong. And out of them Genghis Khan and Zedong are the worst.
