Exactly. Instead of cutting off ALL Travel, he cut off travel from those nasty, nasty Chinese people, which just mean infected Americans panicked and fled back here without being quarantined. A smarter move would have been to tell everyone to shelter in place, but when they started coming back, you quarantine them for a couple weeks to make sure.
