It certainly isn't the Joe Biden of 2023 since there is no mumbling, slurring or awkward pauses as he starts thinking of 8 year olds and loses track of where he is on his monitor.

It could sure be him back in 1990 before this truly bizarre group psychosis took over the entire democrat party, though.
