It's also possible that the laws and OSHA regulations are based on the same ignorance as these spitting laws.

My father recently had prostate cancer, and had surgery.

He recovered from the cancer quickly, but a staph infection he picked up in the hospital kept him bedridden for months.

When I went into nursing in the 80s, no one wore gloves except for either sterile or very dirty procedures. Hepatitis B was around then and Hep C was called 'non a non b.' But gloving was not required until AIDS. It was the early 90s when OSHA started fining facilities for things like nurses doing procedures ungloved, and for capped needles.
