Is tipping out of control?

I appreciate the option of giving the wealthy a chance to cover the costs of things...but some people expect big tips(like $15). Is it getting out or control or no?

There is no requirement to tip any certain amount. To me though, we should get rid of the idea that people like waiters should be allowed to be paid less and expect them to live off tips.
