Anytime you have these social programs that pay out gobs and gobs of taxpayer money to “even the playing field” you get massive fraud. First, we should not be doing any of this. The constitution DOES NOT authorize wealth redistribution. Taxes are levied for the sole purpose of paying for our federal gov to perform its limited, enumerated constitutional duties.

Second, the gov does not effectively police these handouts. They know about this fraud, in this program and many others. The fraud has become, itself, a de facto welfare handout by inaction.
