If you were the governor of a state that is opening up or opened, would you publicly ask businesses from shut down businesses to move?

I know if I were a state leader that is the approach I would take. Invite citizens the option if aren't finding opportunities available in their current state anymore. Consider what Musk did by calling out California. Politicians desperately fear such an exodus of jobs from their state, especially high tech. job which require innovation and special skillsets.

Forgive me if this is a dumb question, but why does relocating need to happen at all?

New York used to have a program where they offered tax breaks to new businesses but nobody really trusts NY to do the right thing so it seems that it didn't work. My guess is that socialist democrat states won't be inviting new business in the near future but businesses might migrate to non socialist states on their own.
