How can sophisticated countries like Germany be so stupid ?

Seriously, after 9/11, and with recent crashes this last year that have left aviation experts questioning the action of pilots, how can there not be a universal rule that any airline cockpit must at all times be manned by at least two personnel ?

Airlines in Europe are not required to have two people in the cockpit at all times, unlike the standard U.S. operating procedure, which was changed after the 9/11 attacks to require a flight attendant to take the spot of a briefly departing pilot.
