Under IRS Commissioner John Koskinen's leadership / rule, the IRS was used as a political weapon to go after American citizens to prevent them from having a negative impact on President Barak Obama's Presidential re-election run. Koskinen admitted this to Congress under testimony. With subpoenas and document preservation orders in-hand from Congress, Koskinen not only allowed 422 back-up tapes containing as many as 24,000 Lois Lerner emails to be destroyed, he then refused to inform Congress in a timely manner he had broken the law / disobeyed the subpoenas. Koskinen was also caught red-handed - shown the video of his own testimony that conflicted the testimony he was giving at the time - providing the evidence of his perjury not only to him but to all Americans watching the broadcast hearing. This has all been proven. There is evidence to support it all and has been provided in previous threads / discussions.

He not only broke the trust of the American people HE BROKE THE LAW and victimized American citizens.

Only two Presidents have used the IRS as a weapon against the American people - Bill Clinton and Barak Obama, and John Koskinen was a willing participant in doing so this second time.
