They were both heels in the 70's up to 1980.

But when Graham came back to WWF, they were both babyfaces.

Graham was one of the first to come out and admit the steroid use that was rampant in all of wrestling at the time he competed. It caused a lot of health problems for him later in life. Superstar Billy is the last surviving member of the wrestling Graham family. Dr. Jerry and Crazy Luke were talented as well, but Billy eclipsed them all in the ring as well as lifespan.
