If it was for national security reasons shouldn't the leaks be going to jail? Because now the Russians know we are recording their conversations.

Do you guys really not understand that recording and listening to said recordings takes resources and we aren't going yo waste them on recording everyone?
Do you guys also not understand that when they know we are listening it it makes listening in completely pointless because they wont be stupid enough to say anything worth listening to in the conversation?
