Nancy Pelosi's nephew dearly wants to be president, so he's pretending to oppose California's insane wealth confiscation scheme designed to drive rich people and their businesses out of the state (the public employees' union is behind it, and they want all forms of capitalism removed from California).

Poor Gavin has to pretend he opposes this scheme if he wants people to take him seriously as a presidential candidate, so he's making a show of saying how dumb it is, even though everyone (most especially the unions) knows he'll sign it as soon as he gets the chance.

Nominally maybe, but the real power in the state is with the SEIU (public employees union), which is run by communists, and the various special interest groups who control the money. The cartels also have a seat at the table, for the drug and slave trafficking the state depends on.
