I guess he speaks about Russian hacker in this context. Just a short time ago an internationally active Russian hacker network was uncovered. As far as I know Germany did not do so but was envolved to help. For sure some people had been arrested in Germany too who made long and hopefully only more or less relativelly undangerous attacks on authorities and the free economy. Security is meanwhile also in this context important.
