A proposal has been (apparently) extended to Israel for the creation of the Emirate of Hebron, governed by local families/tribes. The proposal offers recognition of a Jewish State of Israel, a complete split from the PA, normalization (peace) with Israel by joining the Abraham Accords, complete rejection of terrorism, and economic co-operation.

The proposal is (apparently) being seriously considered by the Israeli government, though they have not yet officially commented, and has been adamantly rejected by (some number of) Palestinians and Hebron locals.

This certainly represents a shift in approach from the tired "One State vs Two State". Could it be a possible solution (assuming it had the necessary support from the Hebron locals and from Israel)?
 
I haven't entirely resolved my opinion about this, so I'm just going to be posting some random thoughts.

Rejection of this proposal by Arab Palestinians centers around the fear that this spells the end of Palestinian national independence. (I agree that it might.) Is there an Arab Palestinian national identity which is strong enough to carry these people through to statehood? If not, is a national identity necessary? Or would a collection of seven Emirates based on tribal/family identity divided into local townships be a viable solution for self-determination?
 
Next question.

Could this lead to civil war for the Arab Palestinians? And what would THAT look like?
