I once tried to recharge a flashlight battery by plugging 2 wires into a 115 volt wall outlet, then connecting each wire on to opposite ends of the battery (I was 8 at the time)

That didn't end well!

Warns the conductor of repairs or blockages ahead. Or vice versa (rail workers of coming train) I would think.
