Zone1 do A.I. and 'dumb' robots (non-self-aware robots) need to governed by a government-created anti-malware kit?

Actually,

maybe i shouldn't be saying 'anti-malware' kit.
maybe 'anti-cyberwarfare kit' is a much better name.

but i think leaving this particular piece of tech up to government engineers will be better than leaving it to corporate sales people + their engineers.

what do you all think?
