More importantly, the real question is why these kill switches were not discovered before receiving and installing the things.

Like windmills, those blades have to be buried, the useful life span is short, require a lot of resources to build and maintain. This is a good direction, but here we try to force compliance with regulations and tax incentives which get hijacked by Congress for the insider trading and investments. We should let private industry figure it out without meddling and let the cost-benefit solve it. We may just avoid a war over resources that we probably should be weaning ourselves off of.
