In defense....now that more info is available...they saw him in the parking lot and snapped a photo. They also reported it upline. He was using the range finder in the parking lot. Not sure why he wasn't detained at that moment.

Even earlier the gatekeepers examined his range finder. They reported it.

Once again...not sure what they were thinking.

The roof climb was secured, he jumped up on top of the outside AC UNIT and managed to get to the roof from there.

He didn't sneak by them.
They were watching him right along. I think he just caught them by surprise.

I still don’t see it

I know nothing about security but even I would identify that roof as the most vulnerable spot. I would put someone on that roof to take it out of play
