Half a million bucks is pocket change for a city with as much money as Pasadena. Pasadena's net revenue for 2022 was nearly 180 million bucks. $500,000.00 is "go away kid, you're bothering me" money. It would have cost the city more to litigate and win than to pay out pennies.
