Encounters means intercepted by CBP.
Biden encounters are let into the US, Trump encounters waited in Mexico for their hearing.

One person knocked on my front porch door. I can do one of two things.

1 - Do a Trump and keep them on the doorstep while I consider letting them through the porch and into my house.

2 - Do a Biden and let them through the door and keep them in the porch while I consider letting them in the house.

If I do option 1, you claim the number of knocks on my door was zero. If I do option 2, you claim there was one knock at my door.

Doesn't work like that.

So, on the door step or in my porch, I had one encounter. The graph I supplied shows the encounters Trump had due to his policies, and what Biden had from his policies.
