According to the documents, the Biden administration’s plan was to enforce an aggressive “vaccine” mandate for millions of healthcare workers and establish an ineffective compensation program for those injured or killed by the injections.

According to a November 2021 internal memo marked “CLOSE HOLD,” HHS planned to enforce Covid “vaccination” for over 17 million healthcare employees via emergency rulemaking.

The order was issued to enforce the mandate regardless of exemptions or individual risk factors.

Simultaneously, of the 4,682 injury or death claims submitted under the Countermeasures Injury Compensation Program, only one had been deemed eligible.

However, that single case remains unpaid.
