Further, the way the question is worded, "irreligious" could mean "not part of an organised religion". It doesn't mention theism. You can certainly be religious (or not) irrespective of theism.

First phase --- you had 26%
Next phase -- you get 13%
Therefore you dropped by 13%. If you had dropped by 50% you would be at
minus 24. Which is impossible.
