First phase --- you had 26%
Next phase -- you get 13%
Therefore you dropped by 13%. If you had dropped by 50% you would be at minus 24. Which is impossible.

And again --- the question doesn't say 'atheist'. It says "irreligious". And again for the slow kids --- "irreligious" does not mean "atheist".

The 26% represents a number of the population. That number was halved over three years, which is what "falls 50%" means.
