From what we're seeing, they probably are soaking up billions in welfare because Minnesota Liberals are too worried about offending them or something.

That's about how I see it, a few well-meaning and maybe they even think it's a good thing that are being steered to this "end justifies the means" redistribution of taxpayer funding. Of course, throw in a big dose of corruption and unquestioned money and it's self-propagating because no one thinks they will be caught, much less prosecuted. This is happening with no apparent oversight and probable state collusion.
