Well, it has 1/6th of the world's population, so there's a 1 in 6 chance anything comes from China. Secondly the government isn't so interested in much other than money. The way people get jobs in the government means they're often making money making policies for themselves. To make money for the city they have to sell land to property developers. So, that's where their focus is.
