I am a pilot and know our rules. I do not know the rules for fire trucks. The fire truck was cleared by the Tower to cross the runway at Delta. Earlier, Air Canada was cleared to land. This was almost at midnight. The explanation in the video clears all of this up. Who is to blame? This is a case where the Tower personnel are to blame. They told the Truck to cross and then said stop. But too late.

It looks like a personal error.
Maybe he forgot that he gave the plane clearance to land.
The Towers at the big airports have surface movement displays that notify the controllers if there is a runway incursion.
