You're no doubt referring to the George Soros open borders policy when it comes to the movement of peoples. He's a Jew, or at least was...but he's one Jew, not Israel and he's an idiot that believes moving millions of third world peoples into first world nations, will reduce the wages for workers, as third world peoples will work for whatever they can get, thus maximizing corporate profits.
There are two other parties responsible for what is going on (with regard to Europe).
1. The US. In attacking Iraq and getting rid of Saddam Hussein, sending the military to Syria, then killing Muammar Gaddafi, sending the region into turmoil, it opened up the excuse and ability for Muslims to stream across the Mediterranean.
2. Before he was ousted, Muammar Gaddafi, told Muslims to stop shedding their blood on battlefields and instead, flow into infidel lands and "outbreed" them, thereby taking over.
That said, Israel has never approved of the massive influx of Muslims into the west as this would destroy support from the west.
