The Network of Representatives might never meet in full assembly. The federal network will consist of six members from each municipality. The state networks will consist of the federal members from the constituent state municipalities plus any additional representatives based on population proportion of the municipalities.
The municipal councils will consist of at least the six federal representatives - the smallest municipalities will have at least six council members on a federal wage.
