3 minutes to talk at Public Hearing MUST be unconstitutional

Quite recently my county and town governments reduced the time to speak at public hearings from five minutes down to three minutes. Often I found it difficult enough to address the local legislatures under five minute time limits, although I always found them reasonable as it matched the 5 minute rule in the House of Reps.

Shortening this down to three minutes makes it practically impossible to convey any meaningful points, and in my opinion, infringes on your right to petition the government a redress of grievances.

Unless I'm talking about trivial issues such as "Yellow Traffic Light Durations," I'm only just exiting the 'introduction' of my speech material at the 2 minute mark.

Does anyone know of any CASE LAW that I may be able to cite that ruled against such short time limits?
