The reason they can't see this is that they see nation and state as identical to each other. It is true that the constitution sets up a secular government with no religion but that does not mean that the nation it governs has no religious values at all. They can't comprehend that because they see the government as the nation or the collection of people that compose it therefore a secular state must mean a secular nation. That is why they reach this conclusion.
