Oh I agree with that. But under the Articles it would have been much harder to do any damage. At least for a while.
I disagree. If the Anti-Federalists had had their way then we'd still have the Articles of Confederation, and they wouldn't have been able to do anything. Of course, over time those likely would have been perverted to grow government as well. Expecting a paper to stop a government from doing what it naturally does is a pipe dream I'm afraid.
