    50 years after "I have a dream"....A Progress Report

Welfare creates a disincentive to advance at work, regardless of one's skin color. And I'm not saying anything about eliminating welfare, but it should be reduced on a dollar-to-dollar basis as one's wages climb.

47% of African-Americans participate in means-tested welfare programs, vs. 17% of whites. These policies therefore have a much bigger impact on blacks proportionally that on whites. And the worst effect of welfare is the disincentive it creates to advance at work. Check out this graph:

Maybe it's time we admitted our welfare programs don't work, and may actually be holding people down.

You seem to be unable to discuss matters objectively. I presented numbers from them Pennsylvania Secretary of Public Welfare, and you attacked him. So I presented government numbers, and you attacked me. I guess some people care more about their egos than they do about actually solving problems.

Bfgrn, how does that change the facts concerning welfare? How does that change the structured disincentive for welfare recipients to accept raises and promotions? How does that change the financial incentive welfare creates to remain a single parent?

Had to, in order to show that those groups that participate most in welfare show significant demographic differences than those that do not. And blacks were the group that have highest participation rate.

First of all, Pogo, ditch the attitude if you want to discuss this. We both have the same goal, which is to help the less fortunate. If you refuse to consider that a policy might be hurting them, then you are part of the problem. Look at this chart from the Pennsylvania Secretary of Public...

There is real evidence that groups who participate most in welfare end up suffering its perverse consequences. The group most affected by welfare is, by far, African-Americans, with 46.9% of blacks participating in one of the major means-tested programs in 2009, compared with just 16.9% of...

The group most affected by welfare is, by far, African-Americans, with 46.9% of blacks participating in one of the major means-tested programs in 2009, compared with just 16.9% of whites. In other words, because welfare financially penalizes those of its participants who get raises and...

If you're in favor of our welfare system, please consider this. Today, a single black mother in Philadelphia, for example, making $29,000 is eligible for nearly $30,000 in benefits, resulting in a total of about $57,000 to pay her bills. Now what if we offer her a 10% raise at work? Now...
