Yea, he can "instantly" make a traffic stop if he wants. Although, I don't feel it was necessary.

The ICE agent said he felt threatened, then why would he pull along side the other vehicle where he would be in much greater danger? It doesn't make sense. If he wanted to investigate any possible threat, he could have made a traffic stop and called for backup.
