Here in Massachusetts we suggest people use the phrase “All Lawful Purposes” when answering the Reason for Issuance question. If not the state WILL limit your permit to whatever you put there. Good luck with this in VA.

Agreed. That’s why we shouldn’t be allowing ANY immigration to this country at this time. Not until we’ve catalogued everyone who is here, removed those who shouldn’t be here, and reworked the system to ensure only worthy individuals are allowed to immigrate in the future.
