It means Congress spends money on programs without basis in law or have simply gone to the grave but kept alive by bureaucrats filling unneeded positions. At least someone wants to do something about it.

This week, Rep. Cathy McMorris Rodgers, R-Wash., introduced the Unauthorized Spending Accountability (USA) Act of 2017.

Rodgers’ bill makes a strong push to begin the return to regular order, forcing Congress to do its job and regularly authorize agencies and programs. Under her USA Act, programs would be put on a three-year track to being sunset if they are not reauthorized.

The first year after their expiration, appropriations would be reduced by 10 percent of the total value of their unauthorized spending. In the remaining two years, this cut would deepen to 15 percent.

However, I firmly believe the only real solution is Zero Based Budgeting. Make every government agency plead its case from the bottom line – not what they got in the previous budget.

Nobody would notice a 10% funding reduction in any Federal bureaucracy's budget, definitely. Congress prefers to spend most of its time fund raising for their next election campaign, and shove their job responsibilities off to others; that's why they've ceded so much power off to Federal courts and refuse to reign them in, for one, illegally so.

I seriously doubt anarchism is what our founders had in mind.

What he is talking about is things like the Rural Electrification Project. It was mission accomplished in the 1970's. And still running twenty years later. That meant a person could get a job, work for the office, and retire after the office was done with what they were supposed to do.

When we create an office to accomplish a task, why not shut it down when the job is done? Let's say you have a house being built. The contractor drags a temporary office to your yard and sets up. The House building takes time and he wants to be close to the job. Finally the house is done and passes all the inspections. Yay you can move in to your new house.

Then you notice this trailer Office is still in your yard. Shouldn't it be moved away now? Eventually you would demand the trailer be taken away. The construction is done.

Imagine if NASA maintained an Apollo Applications Office as the Shuttle was starting to fly. Imagine this Office was still open and manned when the Shuttle was retired. Apollo is done. We aren't going to resurrect it. Even now when we are using basic design elements it is with technology that did not exist when Apollo was going on.

You would certainly object if the contractor stayed in your yard and demanded more money for work that had been done and paid for already. Why should the nation do any different?
