It says the states shall choose electors "in such manner as the Legislature thereof may direct" -- with or WITHOUT an election. NOTHING stands in the way of that not happening, regardless if Rump puts fucking Pee Wee Herman in charge of the PO, because IT ISN'T NECESSARY.
