The mine was privately owned. The owner sold the mine to a Canadian company which was owned by a Russian but the company had no export permits and none of the uranium mined can leave the USA.

The USA uranium company bought by Russians, can NOT remove any of the uranium from the USA, AND HAS NOT removed a single ounce. Just because they own the Company who mines it, does not mean it can be removed and sent anywhere outside the U.S.
