Why did Cuomo do it?

At least one thread has gone to yank heaven over gov. Cuomo having the NY state Dept. Of Investigations check NYC ballot integrity, NYC had a 97% failure rate probably due to old fashioned incompetence but that is not what I want to talk about.

How stupid do you have to be to hand the opposition this kind of ammo that can lead to questions about the validity of even your own election?

I googled NY DOI ballot and found out a story I suspected was bogus was not. (long report with lots of gobbledegook.) I'm trying to figure out what, if anything, the people in Albany were thinking when:

A) They ran this test?

B) Published it on the worldwide web?

Any one see a sane reason for doing this?
