The news that meuller has charges is from a judicially sealed order of business. Its been leaked.

After a year of multiple investigations, dozens of committee hearings, hundreds of man-hours, thousands of documents reviewed, a raid on Manafort's house and confiscation of his server/PC, and a stacked Special Counsel...the Desperate Democrats were forced to resort to the sacrificing of another 'Scooter Libby'...and in doing so, Mueller ADMITTED there is NOTHING to the 'Trump Collusion' story.
After the Democrats took over a near-super majority of Congress they launched an all-out effort to investigate and take down Bush. In the end they had NOTHING. The desperate Dems had to settle for Scooter Libby, charging him with a crime that had nothing to do with Bush.
Jump ahead to the Mueller 'witch hunt'. Mueller and the Democrats were / are so desperate to justify their latest witch hunt that they had to come up with a scapegoat, another 'Scooter Libby'. It describes criminal allegations that predate the Trump campaign; Trump's name is not mentioned in the 31-page document.
