It has nothing to do with overpopulation. Unless you propose everyone be sterilized, so no one lives in these regions.
So, growing populations don't put additional strains on limited natural resources. Drought conditions and effects won't worsen because of overpopulation.
Moreover, hundreds of millions in India won't go thirsty, and their harvests will not collapse, because water has been found somewhere in the U.S.
