    What is the simplest way to ensure that no matter what resolution a site is viewed with, everything will remain proportionally in place?

    Have a central table at width 100% ... then make one on each side no more than 200 pixels. Most resolutions will see everything. Personally I think it's prettier when there is more of a border on either side to let the viewer see the background to, making the central table about 600 pixels and the ones on either side 100 each.
