Here, there, and everywhere.
Even early in Late Antiquity, there was a Jewish population in Aleppo and Damascus, which must not be disputed or ignored as Jewish settlements began at King David’s time.

^ Are There Any Synagogues In Syria?

Tens of thousands of Jews remain in Damascus, but only two of its 20 synagogues operate on Saturdays anymore. It can be traced back to biblical times that the Syrian Jewish community grew almost to its present size and flourished across the Middle East in the trading of various foods.

Most Jews lived outside of Palestine. There were large Jewish communities in Alexandria, Damascus, Rome, Aleppo, Baghdad, Elephantine island, Persia and all around the Mediterranean sea.

Jerusalem was pretty arid and stoney. Life must have been difficult. Israel was more prosperous than than Judah. The population of Palestine was never more than 600,000 people.
