NAZARETH, (PIC)-- The US and Israel have developed a confidential document including security arrangements and understandings that respond to Israeli demands and security concerns.

The document says the US guarantees a security and political umbrella for Israeli intervention in the Palestinian territories.

The document provides Israel sovereignty over the Jordan Valley and a security and political umbrella for Israeli intervention to counter future risks in the Palestinian state.

It confirms Israel's refusal to discuss changes in Jerusalem or Palestinians' right to return.

The parties also discussed "standards of the Palestinian state" that will allow Israel to establish it and the level of weapons it will have, as well as security conditions on border areas and the strategic points Israel will maintian in the West Bank.

JERUSALEM – Israel's foreign minister confirmed Monday that he has drawn up a plan for the creation of an interim Palestinian state with temporary borders in the absence of a full peace agreement.

Avigdor Lieberman argued that an interim arrangement was the only option, saying the Palestinians have turned down previous Israeli offers and no agreement is possible at present.

A government official said Sunday that the plan would turn over up to 50 percent of the West Bank to the Palestinians. He spoke on condition of anonymity because the plan has not been finalized.

The report embarrassed the Palestinian Authority, the Western-backed Palestinian government in the West Bank, and Palestinian officials have claimed that at least some of the documents were fabricated.
