your link was from October and took into account the FY, of which 3 months were before the tax cuts went into effect. the only reason tax receipts were up was because they were up for Oct thru Dec and because April was a record setting month with people paying off the reminder of their 2017 tax burden.

When you look at a full 12 months of the tax cuts, receipts are down, this is a fact and I gave you the link to the governments own numbers.
