How are you so sure a crime "didn't happen"???? Because they're REPUBLICANS??
No, because the so-called "crime" was that somebody told somebody that Valerie Plame worked for the CIA. That revelations was no more a crime than announcing that Joe Blow (a janitor in the CIA building with no other connection to the agency) worked there, too. There are no laws against announcing that either of them worked there... and no harm done in either case.
If someone had announced that Thaddeus Templeton III (who is an undercover agent with the CIA) worked there, that would be a crime, and there are laws against announcing that. Or if they announced that Julie Jones (who was an undercover CIA agent 3 years ago and is now a deskbound pencil-pusher) worked there, that's a crime too, under the same laws. Those laws say that anyone who was undercover in the last seven (or is it five?) years can't be outed publicly. People who haven't been undercover for at least that time, are OK to talk about. Valerie Plame is one of the latter.
This has been explained time and again. But I see there are still a few liberal hysterics who apparently think we have forgotten these facts, and who think they can score points without getting caught by reiterating the same lies about Plame's publication being a "crime".
