The question is, should any weapons be forbidden for humanitarian concerns? In this instance these weapons are being used in desperation, but is it not desperation that leads to the use of any WMD or forbidden weapons?

Getting right to the point, should the terrorists' methods be frowned on when it's obvious that the terrorist doesn't have the capability to use cluster bombs or to carry out carpet bombing of their enemies.

Examples would be the attack on American civilians on 911, or the use of barrel bombs by Syria?

Can anybody think of a set of rules that should apply to all? (nuclear or chem/bio warfare by terrorists?)

Or is it the case that war is war and anything goes in love and war?

And then to apply the answer to the question on whether Russia should retaliate with cluster munitions? Russia doesn't need to use them! Should that be the factor that forbids Russia's use of same?
 
The US announced the delivery of cluster munitions to Ukraine earlier this month, with President Joe Biden describing it as a stopgap measure that was necessary due to a shortage of regular artillery rounds among Kiev’s Western backers.

The controversial shells, which contain multiple bomblets that are dispersed over a large area, have been banned in more than 100 countries. However, neither Ukraine, the US, nor Russia are signatories of the 2008 Convention on Cluster Munitions (CCM).

Washington admitted that it was aware of the increased risk posed by cluster munitions for the civilian population, but claimed that Kiev had pledged to deploy them responsibly and steer clear of densely populated areas.
Well there ya go. So long as there's "a shortage of regular artillery rounds among Kiev’s Western backers." Besides, "Kiev had pledged to deploy them responsibly". No worries. Nothing "We tortured some folks" couldn't cover for.

Irrelevant . Kyiv is bankrupt and without a win . All they can do is fire a few fireworks to cause minor damage on a "Deflect " basis . The chance of a Kyiv -US Nazi win is zero .
